Guest Collaborators are unable to comment even with confirmed 48 hour email account

Guest collaborators do not see the comment option in the tool bar. Is there a permission feature we need to change or something of that nature? The instructions indicate simply share the link and once guests create/confirm their email, they will have 48 hour access. The comment feature is not present. I Created a throwaway email to test this, and have the same issue.
