The successful adoption of a design system relies little on how much is in there. In theory, at least, a design system with very minimal components can be used effectively by cross-functional teams if adoption is approached right.
Furthermore, the software itself, although it helps, also doesn’t have a direct link to the successful adoption of your design system.
The path to a successful adoption can be distilled down to 3 main phases; awareness, enablement and championing.
